Apple ID security question.

Hi guys, I am trying to log into my App Store and I can not log into the iTunes. My Apple ID and password are correct but somehow it keeps asking me security questions and I tried the procedure to change security question but now I am receiving the message stating the I can not change the security question due to insufficient information. Is anyone been through with same issue and how to get pass it. Thanks.
