Iphone text messaging

My Iphone 7 will not let me send text messages when not connected to wifi. I have checked all my settings and even turned off and on again the cellular data. My phone is updated to the latest 13.0 software.

You probably mean iMessages, which necessarily requires WiFi or data plan with your carrier.

If it is regarding SMS text messages contact your carrier.
