My Apple ID is locked

That's an entirely different thing to your iPhone being blocked.

Depending on the exact wording of the Message:

or here: If you see a message that says 'Your account has been disabled in the App Store and iTunes' - Apple Support

Blocked how?

With a passcode?

With Activation lock?

To a cellular carrier?

Please explain what issue you are having exactly, and provide as much detail as possible.
