Try force restarting your iPhone, when you get to the Apple logo force reset your watch by holding in the crown and the side button for about 10 seconds till you see the Apple logo and release.

When you see the logo on your Watch, enter your passcode on your iPhone so it is ready when the watch boots. Then enter your code on your watch and test again to see if it is working now.
