How to clear dues with iOS App Store?

Hi I have had some dues with Apple due to a game my son downloaded on my phone and clicked on some purchase and then deleted it later.The purchase amount was pending now due it I cant download any thing on my iphone even the free apps .Also when I go to fix it by paying it says that my payment method is not valid.I cant add any cards or payment methods I m not able to fix it.Pls suggest me some way so I can settle this amount and can start using the App store without any issues ?

Contact iTunes Store support and pay what you owe.

You will need to logon to your account and change your billing information. Once this is changed and Apple can bill for the app it will unlock your account and you will be able to purchase and download apps again.

If you don't see Account, tap Settings > Sign In, sign in with your Apple ID, tap the back button , and tap the menu button again. On the Payment Information screen, change or remove your information. To remove the payment method, select None.

My country is set to United States so I cant update the Payment method as it will not allow me to change the address .Pls help.
