how do i add another phone number to my iPhone to send and receive messages from another family members device. Their phone number used to appear in iMessage but now does not. how do I add that number back as an option to send and receive texts?

Do you both share the same Apple ID ... and, if so, do you have both phone numbers associated to that ID? That is, do you have your child's phone number added as a trusted phone number for this ID?
You can add trusted phone numbers to your Apple ID by going to Manage your Apple ID.
Note: If you do share the same ID, you may want to consider getting your child their own ID and/or signing up for Apple's iCloud Family Sharing plan.
