Upgrade to IOS 13

I have IOS 12.4.1 on my iPhone 6. It's now Sept. 24, why can'it I get an update? I get the message "Your software is up to date"

iOS 13 is only available to SE, 6s/6s Plus and above.

You're at the highest level of iOS for your iPhone 6.
