3rd Generation iPad update from iOS .3.5 to iOS10

I restored my 3rd generation iPad to factory settings recently. I could not re-download some apps because I currently have iOS 9.3.5. and apparently need at least iOS 10. I went to the preloaded "Tips" app and the very first tip says "iOS 10 is now available. To get new features-and new tips-upgrade to iOS 10. Go to Settings > General>Software Update.

When I do, I get "iOS 9.3.5 Your software is up to date."

I have google searched, and tried to manually download from iTunes, but have not been successful.

How can I update my software to iOS 10?

I would be grateful for any help. Thanks.

Your iPad 3 is too old, too under powered and not capable of running iOS 10 or higher.

For apps you had previously, go to the App Store App. Tap Purchased. If the apps are still available, they will show a cloud icon. Tap the cloud icon and you should be able to restore the apps.
