How do I import an ics calendar file (downloaded from Gmail) into my iCloud Calendar via the iCloud web page (on a PC not a Mac)?

I see you're trying to add the events from a .ics file to iCloud Calendar via the iCloud For Windows app.
At this time, the only device running the calendars app that supports direct import of .ics files is the Calendars app on the Mac. The function does not exist in iCloud. However, there is a workaround to works on iOS devices that you might give a try.
1) Email the file to yourself at the email address associated with iCloud
2) On an iOS device, open that email and tap the .ics file. You should get a dialogue that allows you to add one or all of the events in that file and choose the calendar to which they are added.
3) Choose the calendar associated with iCloud and the option to add all.
Once everything syncs up, if this option works as it does in a pure iOS environment, you should see the events from the .ics file in your iCloud Calendars app.
