Data issue for #images

Hello,

I have the new iPhone 11. I tried to use #images off of WiFi today and it says that the data is turned off and to go to settings to turn it back on. I go to my settings and there is no #images. I’m on IOS 13 and I’ve change the region, restarted my phone, reset my phone and everything else that’s been suggested but it still does not show up under my data.
