Having Issues Setting up and Older iPad

Hello,


I work for a company in NY and we were cleaning out our office and found an old iPad that was designated for corporate use by our company. We are trying to re-purpose the device for another employee and reset the settings per instructions, but are receiving an error message for set up when we followed the set up instructions.


The message reads: " Your iPad could not be activated because the activation server cannot be reached. Try connecting your iPad to iTunes to activate it, or try again in a couple of minutes."


I've tried a few times to no success and need to figure out how to solve this as the person who will be using this has not yet set up an apple id through our company. Thank you!
