Touch ID dialog not shown on iPhone 7 and 8 after iOS 13.1 install

There is a nasty bug in iOS 13.1. When Touch ID is enabled on iPhone 7 and 8 (and I think on Other iPhones aswell) the applications that use TouchID cannot use touchid cause the Touch ID system dialogue is not shown.

but, when the user is putting the finger on the Home button nauwst suddenly it is possible to use touchid.

anyone else seeing this issue after iOS 13.1 update?

app developers found the issue in 13.1 beta 4 but apparantly this issue has Made it to the final release...
