ipad pro keyboard cmd+tab partially broken by ios update 13.1

Loved the desktop type feature of tabbing to the other apps by hitting cmd+tab.

New update 13.1 changed this where it just brings up the app bar and tabs one space and sits there. you have to touch the app. So essentially crippling a very nice function. Can we get the previous procedure back somehow. Or how do I ask apple to revert to that action. As it is a step back on the progress made by the new KB of iPad pro.
