WiFi Calling option not showing up on Apple Watch

I have a Series 3 and cellular service is already set up. I go to my iPhone it's paired with and Wifi Calling is on and Allow calls on other devices is also on. However, the Watch does not appear on the list of other devices, only my iPad. My question is why doesn't the watch show up in the list of devices on the iPhone? If this works for someone else, please send a screenshot to prove this, because I can't see it on my phone.

Thanks for the update. On Apple Watch, Wi-Fi Calling turns on when Calls on Other Devices is enabled. Let's check to make sure both of your devices has our latest updates. We just released iOS 13.1.1 today: Update your iPhone, iPad, or iPod touch - Apple Support

Welcome to Apple Support Communities! I understand your Apple Watch isn't showing on the list of other devices to use Wi-Fi calling. I'm happy to assist you with this. Let's make sure you have Wi-Fi calling turned on for your Apple Watch. You can check this by opening the Watch App on your iPhone, tap My Watch, tap Phone, then turn on Wi-Fi Calling.
