Why do you have to have in app purchases on to subscribe to Apple Arcade

The Apple Arcade subscription is technically an in-app purchase of the App Store app. You only have disable restrictions (if you have them on) for in-apps to make the initial purchase of the subscription, you can then re-enable to allow usage of the actual service.
