Home bar not working

My home bar is working to unlock my phone and to swipe up from notification and the control center but not to go home from other apps. How can I fix that?

Swiping Up Hello, I’ve recently had an issue with the bar at the bottom of my screen, whenever I try to swipe up to switch apps, go to home screen or close apps the bar won’t swipe up, the only time it will is when I’m unlocking my phone. I’ve tried a few methods to help this issue such as restarting my phone and reseting my settings but they don’t seem to work. (This happened about two days after I software updates my phone and not sure if it has something to do with that)

Swipe up on Home Screen to reveal open apps no longer working Swiping up on the Home screen of my iPhone 13 to reveal open apps (to then swipe off screen to close) is no longer working after upgrading to iOS 16.5. It was working fine before I upgraded. Any ideas? Known bug? Cancelled/replaced feature?
