Can Apple Watch series 4 or 5 send SMS and handle calls if the phone is nearby?

If I get a gps Apple Watch 4 or 5, can I send and receive messages (not iMessage just SMS)with my phone near me WITHOUT my data on or connected to WiFi. Also can I revive phone calls and can I phone people on my Apple Watch, with my phone near me?

Yes, as long as you are within 30 feet of your iPhone you can do most everything. You can also do quite a bit without having the iPhone near you. Read this..https://support.apple.com/en-us/HT205547
