What version of iOS/iPadOS is the iPad running?
On iPadOS 13.1 (which should be the same as iOS 12.x.x):
If you are on the "My Albums" page, click on "< Albums" in the upper right to get to the main Albums page.
On the main "Albums" page, scroll down past My Albums, Shared Albums, People & Places, and Media Types to find Other Albums, including Recently Deleted.
