If I purchased a secondhand iphone and I don't have any contact with the previous owner to unlock the iCloud, then what should I do..?

There's nothing you can do if the seller is not unlocking for you.
In short you got scammed or maybe it's a stolen device?
FYI, Activation Lock is a theft deterrent feature with no bypass or workaround.
Without the owner's authorisation, no thief or anyone can re-use the device.
