if i get a new phone but dont transfer all my data to the new puone from my old one could i still download paid apps/ music if i use the same apple id?

So I’m hopefully getting a new phone in the next month or so but still keeping my old phone. I didn’t wanna transfer all my data to my new phone so I could save storage cuz I’d have everything on another phone but there are things that I would wanna redownload onto the new phone like paid apps and music. Would I be able to just redownload them off the App Store and ITunes if I use the same Apple ID or would I have to transfer my data to get them? If it helps I have the iPhone 6 S plus and I was thinking about getting the iPhone 11 pro max.
