I tried connecting wired mouse(also keyboard and flash drive) to my iPad through the usb hub(can also use as a power bank). The iPad charge, but it doesn’t detect any usb device. I used the same usb hub and other usb device on my pc and samsung phone and it work fine.

NOT entirely sure wired mice are supported and work with iPadOS.
There IS support in iPadOS for wireless, Bluetooth mice and track pads.
That maybe your issue.
Yes, USB pointing devices work with iPadOS 13's Assistive Touch feature.
I use other usb hub not the Apple product, so I’m not sure is that the problem.
