Did you upgrade your Apple Watch to watchOS 6, or did you just buy a new Apple Watch Series 3 or 5 AND do you have an iPhone 6 or older?
iPhone 6 and older iPhones will not work with watchOS 6, and these iPhones cannot be upgraded to iOS 13.
