I have a iPad model MD518LL/A that will not update past 10.3.4. It says it is up to date but several apps will not work saying they need ISO 11 or 13 to work.
Even the Apple Support app will not download saying it needs ISO 13.

iPad (4th Generation) is not compatible with system software versions newer that 10.3.4. You cannot update this iPad any further. If you need to use newer software then you will need to purchase a newer iPad model.
