The amount listed as "Other" is a cache consisting largely of website data and media files so that you can go back to them and use them right away without having to wait for download. But if overall space is an issue, you can try this:
Go to Settings > Safari and scroll all the way to the bottom where you'll see an option called Advanced. Tap that and you'll see an option at the top of the display called Website Data. Tap that, and you'll see a list of sites that are using at least some of that Other space as a cache. Swiping left on any one of them gives you the ability to selectively delete cached data without clearing all history from your device.
Another option is to go to Settings > General > iPhone Storage. Let the list of apps populate and you'll see each app on your device listed along with how much space they take up as well as the date of the last time they were opened. If there are apps that you never or rarely use, you can either offload them or delete them entirely. One advantage to the Offload option is that it deletes the app itself but not the app data. This way, if you need the app again in the future, you can re-download it and all of the data from the last time you used it will still be available.
