Followed directions but apps only wiggle and will not move. Any suggestions?

There was no heptic response regardless of pressure on the screen. So...I rebooted the phone and now I can rearrange the apps. Sometimes the simplest fix works. Thanks again.

Go to Settings > Accessibility > Turn Zoom off
With the new Haptic Touch features on iPhone 11, once the apps are jiggling, place your finger on the app with more force and you will feel a slight tap. Keep holding more firmly and you should be able to slowly drag the apps where you want them to go.
Thank you for your reply however, the Zoom was in the default "off" position. Consequently, the apps still will not move while trying to drag to new location. Any other suggestions are welome and thanks again for your reply.
