Why does iPhone 6 Plus not have IOS 13

I don’t understand why does almost all of the iPhones have IOS 13 expect iPhone 6 Plus well the phone I have i’m not sure about the rest

Because iOS 13 requires more RAM than an iPhone 6 Plus has.
