My iPhone says my software is up to date while it is on ios 12.4

I have been looking forward to ios 13 since the rumors began, but I cannot figure out how to update. When I go to Settings>General>Software Update, it briefly says "Checking for Update" and then it says my software is up to date, even though I am on ios 12.4.

The beta profile/software is your problem. Remove the beta profile from your iPhone and restart it. If that doesn't work you will need to put it in recovery mode and restore it in iTunes.
