I have been looking forward to ios 13 since the rumors began, but I cannot figure out how to update. When I go to Settings>General>Software Update, it briefly says "Checking for Update" and then it says my software is up to date, even though I am on ios 12.4.

The beta profile/software is your problem. Remove the beta profile from your iPhone and restart it. If that doesn't work you will need to put it in recovery mode and restore it in iTunes.

Try updating through iTunes on your computer.
Restart your router and try again.
What version of iOS are you currently running? Has this iPhone ever had a beta version/profile? Has it ever been jailbroken?
What exactly are you seeing when you try to update via WiFi?
I have been trying this while connected to wifi.
And you do have an iPhone 8 Plus?
I don't believe this is the issue as I've tried to update connected to various different wifi networks.
I am on ios 12.4 (16G77). I have been using ios 12 beta versions before. I cannot try to update, my phone believes that I am on the most up to date software.
