imessages not syncing between ipad & iphone

have ipad 5th gen, iphone XR. Recently my imessages are not syncing--- will get a message on one but not the other.

Have checked my settings, done restarts, reset network settings (per instructions on apple community posts) but no change.

Short of backing up, resetting & erasing content on both---Any other suggestions?
