Just recently Apple Pay has started being declined at 7-11. I have plenty of money in the bank and my bank says they didn’t issue the decline. I’ve tried calling 7-11 but there’s never anybody there to talk to.

So at 7 Eleven it only works with your pin if it’s a debit card and that’s what I use the most. I haven’t used my credit card for food in ages. So that’s what the problem was for me at least
It is possible they are having issues with their terminals.
There is a gas station here locally that used to always decline my Apple Pay. Every other one of their stations didn't have a problem. One day I tested it and it started working again. My guess would be the terminals as well.
So this just started happening to me as well suddenly. It was working fine for the first few weeks I had my XR. When it started to decline I removed the card and reapplied it and it still won't work. It works everywhere else with no issues. It's a Chase Visa debit card and the card itself has no issues. It does not matter what 711 I use it at. I live on Long Island where there are literally 711's across the street from each other and every single store declines it.
What credit cards does 7-11 accept?
Well, I know they accept Visa and MasterCard. The card I use for ApplePay is my Visa debit card issued by my credit union. Plus I’ve used ApplePay with that card more than dozens of times at 7-11.
