I am running TvOS 13.0 and iOS 13.1 and can’t for the life of me add additional users to my Apple TV’s through the home app. Is anyone else experiencing this problem?

We have the same problem and can’t find a solution.
The additional users are supposed to use their Home app and toggle the setting “Show Me in Apple TV”.
However, every time my wife tries to do it, it says “Could Not Complete Operation”.
Anyone else have this problem?
Inviting user through the Home app, is for use with HomeKit.
Inviting users for use on Apple TV, is done through the Apple TV itself, by adding user accounts there.
The Family Sharing feature is a separate feature from both of these.
