Safety of APFS format

I am planning to format a Lacie HD drive to use as a bootable clone of my MacBook SSD running Mojave

and as a external library for my photos and music. Is it safe to use APFS with a HD? I had heard it was only safe to use with SSD.

It is safe to use APFS on rotational disks but not recommended due to the lack of optimization of APFS for hard drives. HFS+ will provide faster operation, and it should be used. This has nothing to do with "safety."
