There are no forwarding or reply icons in mail since upgrading to 13.1. Did not appear after shutdown and start.

Try resetting iPad's settings in Settings > General > Reset > Reset All Settings. Be certain you do not select Erase All Content and Settings as this will erase all of your information. It is a good idea to perform a backup of your iPad prior to resetting its settings.
Try tapping on the left-pointing arrow. Some people have found them there.

My reply arrow shows up at the bottom of the email. If I tap that, all the options such as reply, reply all, forward, etc. show up.

I have a separate Bluetooth keyboard. Tried the arrows. Nothing so far.

Try Force Quitting Mail by double-pressing the Home Button to open the App Switcher then swipe up on Mail.
