when I download my photos to my laptop from my Iphone XS Max, once they are removed, they no longer appear in My Albums. how am I able to retain them on my phone after they are downloaded?

Where are you storing them on your laptop?
Unless they are located in your local Photos Album, which you are syncing to iCloud using the iCloud Photo Library, there is no connection between your laptop and iCloud.
