How do I Make room for iOS13 update

I'm wanting to update from iOS 9.1 to iOS 13 on an iPAD Air 2.

However, I the update is telling me I don't have enough room on the iPad (only 374 MB available) and I have to make room.

The challenge is, most of the space is taken up by Photos and a ton of Videos. They are all backed up on iCloud, but I can't seem to find a way to delete the stuff and not delete in the cloud.

I thought I could turn off my Apple ID, then erase photos/videos on the iPad to make room...which would then keep things in the cloud, but it seems that once I sign back into my Apple ID, the photos in the cloud will be erased because it syncs to the iPAD and won't try and re-load.

Is there a work around?

You must understand that there is a huge difference between your photos being "backed up on iCloud" versus being stored in iCloud Photos.

If your photos are contained in an iCloud (or iTunes) backup, then they are housed on your iPhone. Deleting them from the iPad removes them as they are not stored anywhere else. You would have to restore a backup to retrieve them.

If your photos are contained in iCloud Photos, then they are housed in the iCloud, and you can simply go to Settings > Photos > iCloud Photos and turn that "Off" to remove them from the iPad, but have them remain in iCloud for retrieval later or on another device.
