Where did search tool bar go in iPadOS is 13.1.1?

Swipe down starting from the MIDDLE of the home screen. In fact it doesn’t matter where, as long as it not near the edge.

Search is still there, it should be exposed when swiping down from any location on the screen.

Try restarting your iPad.
