Using a iPhone 11 Pro and Apple watch 5 since updating to 13.1 and 13.1.1 on mist occasions trying to use American Express to pay on the watch initially Payment being processed and Then payment declined.
I have no problem paying with the same AmEx card using my phone.

You may have to unpair the watch and pair it again.
When I awoke this morning Apple had released iOS 13.1.2 and Watch 6.0.1
I've installed them both and I will see if they fix the problem before I unpair and repair the watch
The updates didn't solve the problem so I've just unpaired and am busy re-pairing but I probably won't be able to test it at a store until tomorrow and I will report again.

There are still other weird behaviour issues but at least I can use my watch to pay with both Amex and Visa.
