who make a mouse that will pair with IOS 13 on Iphone and IPad?

Apple states in Settings that Magic Mouse and Magic Trackpad are not supported.

That being said there is a work around.

Turn off Magic Mouse

Disable Assistive Touch

Open Settings > Switch Control > Switches > Bluetooth

Hold down the Mouse Button while turning on the bottom Magic Mouse switch. The indicator light should now flash. 

Select Magic Mouse on your iPad.

Now enable Assistive Touch.

iPad will not display pointing devices in Bluetooth in Settings. You will need to setup the device in Assistive Touch settings.

Any pointing device that works with Macintosh will work with iPhone and iPad. The exception is that Apple's Magic Mouse and Magic Trackpad are not supported.
