When I markup a PDF using iOS 13, there are a few issues:
1) There are major formatting issues when the marked-up PDF is opened in Windows — there are large gray boxes in the marked-up areas
2) If I email the marked-up PDF to another individual, they can modify my markups. (I don't want other to be able to edit my notes, signature, etc.)

Try resetting iPad's settings in Settings > General > Reset > Reset All Settings. Be certain you do not select Erase All Content and Settings as this will erase all of your information. It is a good idea to perform a backup of your iPad prior to resetting its settings.
