Contact list on iPhone 7 Plus is frozen.

The contact list on my iPhone 7 Plus is frozen. I have done a hard reset twice and still have the problem. I’m running on version iOS 12.4.1 which I updated several weeks ago. This problem happened earlier today. Thanks for any help in solving this issue.
