Pages won't open to chosen template

When I open Pages it open a screen that that looks like the "Finder" screen. From there I must select New Document. Then it opens the chosen template.

Can I make pages open directly to my chosen blank document without going through the "Finder" screen?

I have already checked Preferences - General - Use Template.

In System Preferences : iCloud : iCloud Drive : Options… Pages, ensure that Pages is not selected here. That will hide the Pages folder on iCloud drive, but suppress the file chooser in your face, and allow your settings to work as expected.
