Recovering Photos

Hello. Is it possible to recover photos in a restored iPhone 6 (i thought I had backed up but it wasn't successful as the phone was rebooting continuously). The technician flashed the phone and when I attempted to restore from iCloud it says no back up. From iTunes I only got a backup from my previous phone which was irrelevant.

No, sorry. When restored, the decrypt keys for the encrypted data on the device are destroyed. So even a data recovery service would get nothing but encrypted gibberish back from your device now.
