iPad uses an iPhone as an intermediate device in order to send SMS texts.
Please verify that Messages is enabled on both your iPhone and iPad in Settings > Tap your account > iCloud.
Please verify that iMessage is enabled on your iPhone and iPad in Settings > Messages.
Please verify that Text Message forwarding is enabled on your iPhone in Settings > Messages.
Yes. But I was looking to get text from an Android phone, not possible, correct?

In a previous response you stated you did have an iPhone. Do you not have an iPhone? If you do not have an iPhone you cannot use Text Message Forwarding from your iPad.
