Location services itself does not use data, but an app that uses the information from locations services uses data. You can select which apps can use location services in Settings, along with when they can use location data (the options are never, when using the app, or always). If you don't keep location services on then Find my iPhone is useless and you won't be able to use any navigation apps. But you can be selective about which apps can use it.
