It appears you're having issues with a couple of functions at iCloud.com.

1) Launchpad is a feature of macOS used for launching apps. There is no equivalent at iCloud.com. When you launch iCLoud.com and sign in, you'll see a list of the available apps.

2) By "App Memo" do you mean the app called Notes?

What is iCloud Notes? - Apple Support

Only notes actually associated with your iCloud account would be visible at iCloud.com. If the notes were associated with a different account such as a Google or Yahoo account, they would not be accessible.
