"could not set up apple pay"

I migrated from my iPhone 6s Plus to an iPhone 8 Plus. Both are running iOS 13.1.2.

My wallet does not show my cards and I am unable to set up Apple Pay on the iPhone 8 plus.

I have tried the following:

signing in and out of iCloud

restarting the device

confirming my time zone and date and time

using wi-fi and cellular


I get the message "Could not set up Apple Pay - an error occurred while setting up Apple Pay"


Everything else works fine.
