You posted this thread in the iTunes Store area. Is a computer involved? Are you only attempting to access the iTunes Store on an iOS device? If so, when you go to Settings > iTunes & App Stores, do you see your Apple ID on the top row?
I’m able to connect to the App Store and Apple Books but not to the App Store.
I’m sorry I made a mistake. I meant to say I cannot connect to the iTunes Store
The article I posted in my first post applies.
I tried everything and it’s now telling me to open iTunes U app when I do that I’m not seeing anything concerning how I can purchase music it’s just a bunch of educational stuff
And what were the exact steps you took that led up to being invited to open iTunes U?
I did the latest update to 13.1.2
No computer is involved. I’m using a iPhone XR. My Apple ID is not on the top row in Settings > iTunes & App Store.

That explains why you cannot access your material there!
Sign in at that top row.
