Reboot both, make sure iTunes is patched to current, and try again.
If that fails, boot the Mac into Safe Mode, and try again from there. This temporarily disables add-ons, and rebuilds caches.

One other suggestion is de-authorizing and re-authorizing the computer.
I’d also log into AppleID.Apple.Com and check the payment info, and whether there’s a new agreement to agree to.
If not that... Ring up Apple Support, then. There’s not much around on that error code.
This Answer solved my problem:
1. Ensure that you install all updates on your iPhone.
2. Download and install (again!) the latest version of iTunes from
<https://www.apple.com/uk/itunes/>
3. In the Finder, use the menu command Go to Folder in the Go menu to
open the folder (copy and paste this into the dialog)
/System/Library/PrivateFrameworks/MobileDevice.framework/Versions/Current/Resources
4. Unlock your iPhone and connect it to your Mac.
5. In that open folder, double-click the item MobileDeviceUpdater, and
it should inform you of a software update. Install that, and iTunes
should then recognise your device.
Some users find that they don't need to do step 5, as macOS does that
automatically.

Thank you, I did both suggestions, still get that error code. I would upgrade from High Sierra but my current MacBook Pro is at the end of the line for system software. Thank you for the advice, most appreciated.
