Since I’ve upgraded to iOS 13 and PAD OS I have not been able to update my phone or iPad off of each other’s internet, I’ve never had this problem with iOS 12. Anyone else have this problem?

i don’t have WiFi at home, so I use my I pads hot spot to update my phone, and vice-versa. Before I switched to iOS 13 it worked just fine. Now that I’m on pad os, and iOS 13, and I try to update either one off each others hotspot it gets stuck on estimated time remaining for the software update. I updated my phone on my friends WiFi and it worked just fine
