iPhotos library in use by another program

I am getting the following error when I am trying to open up photos for Mac. I have latest OS. everything is updated. I checked other user accounts on Mac and photos isn't opened. I went into activity monitor also and closed anything that says "photos" in it. Any ideas as to why I can't open photos??

iMac Line (2012 and Later)

Are you using Dropbox, and did you allow Dropbox to access your Photos? It is known to cause this kind of problems.


If your Photos Library should still be "in use" after restarting your Mac, as Rich recommended, check the startup items for your user account, to see which applications are started at login.
