When using keyboard it will capitalize the first and second letter? I can't figure out why or how to turn off?

Thank you for this additional information.
Try resetting iPad's settings in Settings > General > Reset > Reset All Settings. Be certain you do not select Erase All Content and Settings as this will erase all of your information. It is a good idea to perform a backup of your iPad prior to resetting its settings.
Same issue here- it’s not all forms for me, but it’s annoying when it happens because you have to kept manually correcting every section of an online form to change the 2nd upper case letter back to lower case.

When on a website and I’m using the keyboard to type info it will capitalize the first letter like it should but caps stays on for 2nd letter then caps goes away.
Thanks I tried it but still have problem. Weird I tried doing the same typing on my iPhone and that does same thing?
